I don’t think his comment is meant to be serious.
I think he means “Kawasaki” as in the motorcycle company sense not the city name.

Did you know that kids age 12 and under can “Trick ‘r Treat” at stores in the mall there that have a special sign on their door?

My kids are all too old. Is you son under 13?

Well, the thing that got me with the one reply was that someone thought so much money was being spent on the posters that the city would be able to hire full-time suicide wardens for all of the platforms in Tokyo. Even if it were affordable, it’s not feasible.
